According to the Polaris Energy Storage Network: Recently, the National Energy Administration released a batch of responses to suggestions from the National People's Congress. These included replies regarding improving the energy supply security capability in Xinjiang, accelerating the construction of adjustable power sources in the Sichuan power system, coordinating energy and electricity safety with transformation proposals, suggestions for the development of distributed photovoltaic systems, integrated development proposals for wind, solar, and hydrogen storage, and support for the development and utilization of new energy in traditional industries.

The National Development and Reform Commission responded: It will urge local areas and power companies to continuously enhance the regulation and dispatch levels of the power system, and strengthen the coordination of various regulatory resources in the preparation of the '14th Five-Year' power planning, to meet the needs of the new power system construction.The Sichuan Provincial People's Government responded: Next, it will continue to improve policies related to new energy storage, leveraging the functions of new energy storage for peak shaving and frequency regulation; it will accelerate the implementation of relevant policy documents and promote the high-quality development of virtual power plants.The National Energy Administration responded: It will deepen electric price reforms to ensure that the market reflects the multi-dimensional values of electric energy, regulation, capacity, and environment, and improve the market price formation mechanism that promotes the efficient allocation of power resources. It will establish a market-oriented price formation mechanism for cross-provincial and cross-regional electricity transmission. It will improve the price policy for renewable energy, enhance the cost auditing methods and operating procedures for transmission and distribution, and establish a cost control mechanism for transmission and distribution. Response to Proposal No. 1485 of the Third Session of the 14th National People's Congress



Your suggestions regarding improving the energy supply security capabilities in Xinjiang have been received. After consulting with the National Development and Reform Commission, we now respond as follows:In your suggestion, you have conducted an in-depth analysis of the current situation and issues facing the energy power supply security in Xinjiang from four aspects: the profound changes in the energy and electricity supply and demand situation, the limited reliable support capacity of high-proportion new energy sources, the increased risks to electricity supply security due to extreme weather, and the need to further improve the electricity market mechanism. You proposed three suggestions: first, to strengthen power source construction; second, to optimize the energy structure; and third, to promote electricity market reform. We pay close attention to your suggestions and will study them seriously.

Regarding the strengthening of power supply construction

Regarding the promotion of energy storage construction. In December 2024, the National Development and Reform Commission and the National Energy Administration issued the 'Implementation Plan for the Special Action on the Optimization of Power System Regulation Capability (2025-2027)', guiding localities to formulate regulation capability construction plans and to develop reasonable allocation and optimization combination plans for various regulation resources, including pumped storage and new types of energy storage. In January 2025, the National Development and Reform Commission and the National Energy Administration issued the 'Interim Measures for the Development and Construction Management of Pumped Storage Power Stations', clarifying the national overall planning for the scale of industrial development. Each province is required to determine construction projects based on the total scale assigned by the state and to strengthen management throughout the project lifecycle. We support provinces in reasonably arranging pumped storage projects and their construction timelines based on actual conditions. In the next steps, we will organize special supervision of power system regulation capabilities to urge localities and power enterprises to continuously improve the regulation and dispatching level of the power system, and in the preparation of the '14th Five-Year Plan' for power, we will strengthen the overall coordination of various regulation resources to meet the needs of the new power system construction.

Regarding the construction of coal-fired power plants. The National Energy Administration places great emphasis on electricity supply security and power source planning and construction work in Xinjiang. Since the 14th Five-Year Plan, we have added a batch of supportive and adjustable coal power to Xinjiang in response to the development of the electricity supply and demand situation and local demands, and have urged local governments and relevant enterprises to accelerate the construction of previously included projects. Currently, we are organizing energy regulatory departments from various provinces, including Xinjiang, to carry out preliminary research and coordination work for the 15th Five-Year Plan for electricity development. In the next step, we will comprehensively study the scale of additional coal power in Xinjiang based on the electricity supply and demand situation, the status of coal power projects included in the national plan, and preliminary opinions on planning coordination.

Regarding the construction of the power grid. The National Energy Administration places great importance on the planning and construction of power delivery from Xinjiang and the main network framework. The internal structure of the Xinjiang power grid has formed a 750 kV main network structure of 'four rings and two extensions', reaching north to Altay, west to Ili, south to Hotan, and east through Hami, connecting Xinjiang with the Northwest power grid via the 750 kV Hami-Dunhuang and Yandun-Shazhou dual channels. The 'Xinjiang Power Delivery' corridor has completed three ultra-high voltage direct current projects: Hami South-Zhengzhou, Zhungdong-Wannan, and Hami-Chongqing. In the mid-term rolling adjustment of the national '14th Five-Year Plan' for power development, the electric delivery project from southern Xinjiang to Sichuan and Chongqing (the fourth corridor) has been listed as a project for early reserve, and feasibility studies and other preliminary work are being accelerated. We are organizing the compilation of the '15th Five-Year Plan' for power development, which will comprehensively consider the development and construction conditions of renewable energy bases in Xinjiang, the optimization of national power flow development layout, and factors related to technical and economic feasibility, to systematically research and demonstrate the planning layout of the 'Xinjiang Power Delivery' follow-up corridors and the optimization and strengthening of the main network framework, thereby enhancing the power transmission capacity of new builds and the intelligence level of the power grid.

Regarding the optimization of the energy structure

We support the complementary and coupled development of traditional energy, new energy, and energy storage, so that the flexibility and adjustability of traditional energy, the green environmental attributes of new energy, and the peak-shaving and valley-filling capabilities of energy storage can achieve synergistic advantages and be used efficiently and intensively. At the same time, we continue to encourage the diversified development of new energy storage technologies, relying on pilot projects for new energy storage, major technological equipment in the energy sector, and key special projects for smart grids to promote the research and application of various new energy storage technologies.

Regarding the promotion of electricity market reform


In recent years, the National Development and Reform Commission and the National Energy Administration have been continuously promoting the construction of a nationwide unified electricity market, working to establish a multi-level, multi-category, and multi-functional electricity market system that includes 'intra-provincial, inter-provincial, medium to long-term, spot, auxiliary services, green certificates, green electricity, wholesale, and retail'. This has basically formed a mechanism where prices are decided by the market and a pattern of orderly competition among multiple entities, highlighting the roles of 'ensuring supply, promoting transformation, and stabilizing prices'. At the same time, there has been a continuous deepening of the market-oriented reform of electricity prices, joint issuance of related policy documents, and the promotion of all coal and electricity and new energy grid-connected power to enter the market, robustly supporting the stable supply of energy safety. The next steps for the National Development and Reform Commission and the National Energy Administration are: first, to accelerate the improvement of market rules to promote the fair participation of various operating entities in the electric market, better utilizing price signals to optimize the allocation of electricity resources and improve the efficiency of electricity supply. Second, they will continue to advance electricity market reform, promoting equal and extensive participation of various parties in the electricity market, improving the electricity price formation mechanism, and reflecting the multi-dimensional value of electricity resources.

Response to Proposal No. 2145 of the Third Session of the 14th National People's Congress



We have received your suggestion on accelerating the construction of adjustable power sources in Sichuan's power system to support the establishment of a safe and reliable electricity supply guarantee system. After consulting with the National Forestry and Grassland Administration, the Ministry of Ecology and Environment, and the People's Government of Sichuan Province, we respond as follows:In your suggestion, you analyzed the important role of accelerating the construction of adjustable power sources in balancing power load fluctuations and optimizing the power supply structure. You also elaborated on the crucial role of strengthening the resource support for transmission channels in effectively implementing key power energy projects. You made two suggestions: first, to increase support for adjustable power sources in Sichuan; and second, to support Sichuan in reserving transmission channels. We pay great attention to the above suggestions.

Increase the support for regulatory power sources in Sichuan.


(1) Regarding support for the development of new energy storage and pumped storage developmentThe National Energy Administration, in collaboration with relevant units, is actively building a healthy and orderly policy environment for the development of new energy storage. A series of policy documents have been issued, including the "Guiding Opinions on Accelerating the Development of New Energy Storage," "Interim Regulations on the Management of New Energy Storage Projects," "14th Five-Year Plan Implementation Plan for New Energy Storage Development," and "Notice on Promoting the Grid Connection and Dispatching of New Energy Storage." These documents clarify the direction and tasks for the development of new energy storage, promoting the scientific and rational allocation and utilization of new energy storage. In 2024, the National Development and Reform Commission and the National Energy Administration will issue the "Special Action Implementation Plan for Optimizing Power System Regulation Capacity (2025-2027)," guiding localities to develop regulation capacity building plans and formulate reasonable allocation and optimization plans for various types of regulation resources, including pumped storage and new energy storage. Next, we will enhance the coordination of various regulation resources in the preparation of the "15th Five-Year" power planning to serve the needs of constructing a new power system.

The Ministry of Ecology and Environment proposed to support the construction of major projects such as Sichuan's adjustable power sources, and has completed the approval of environmental impact assessment documents for projects including the Daofu pumped storage power station, the Renhe pumped storage power station, the Mianzhu pumped storage power station, and the Jiangyou pumped storage power station. Next, it will rely on the 'three account books' for environmental impact assessment approval and a green channel mechanism to continue to provide support services for the environmental impact assessment approval of major projects like pumped storage power stations.The Sichuan Provincial People's Government stated that it will continue to improve policies related to new energy storage, highlighting the role of new energy storage in peak shaving and frequency modulation. At the same time, it will expedite the construction of the approved pumped storage power stations and promote the acceleration of preliminary work for projects already included in the regulation.(2) Regarding strengthening support for new thermal power sources in SichuanThe National Energy Administration pays great attention to the planning and construction of supportive adjustable power sources in Sichuan Province. Since the 14th Five-Year Plan, we have added a batch of supportive adjustable thermal power sources to Sichuan in line with the electricity supply and demand situation, the demand for renewable energy consumption, and local requirements. The overall project construction is in line with expectations.Next, we will study the support for the scale of new thermal power added in Sichuan based on the electricity supply and demand situation and project construction status for the 15th Five-Year Plan. The Sichuan Provincial People's Government has proposed to accelerate the construction progress of regulated coal power projects to strive for early production and operation.

(3) Regarding the Promotion of Virtual Power Plant ConstructionIn order to advance the construction of virtual power plants, in March 2025, the National Development and Reform Commission and the National Energy Administration issued the 'Guiding Opinions on Accelerating the Development of Virtual Power Plants' to promote the large-scale development of virtual power plants and enhance the ability for power supply assurance and renewable energy integration. At the same time, we are promoting the inclusion of virtual power plant equipment upgrades and renovations into the support scope of the 'Two New' super long-term special national bonds. Moving forward, we will accelerate the implementation of relevant policy documents and drive high-quality development of virtual power plants.The Sichuan Provincial People's Government has proposed to accelerate the establishment of mechanisms related to virtual power plants, coordinating various resources and collaborating to promote the construction of virtual power plants in an orderly manner, and to build a number of virtual power plant projects that serve as demonstrative and leading examples, enhancing the flexible regulation capability of virtual power plants.

Support for reserved transmission corridors in Sichuan

Since the 14th Five-Year Plan, to support the high-quality development of energy and power in Sichuan Province and to ensure the safety of power supply, we have conducted in-depth research on optimizing and strengthening the main grid framework in line with the load growth situation in the Sichuan-Chongqing region, the demand for clean energy resource development and transmission, and the local power market absorption capacity in the rolling adjustments of the 14th Five-Year electricity development plan and mid-term evaluation. We have included the Sichuan-Chongqing and Panzhihua 1000 kV ultra-high voltage AC and a batch of 500 kV transmission and transformation projects into the plan to further enhance the interconnectivity and security of power supply in the relevant regions. We are also actively coordinating with departments such as natural resources and forestry to increase support for the planning and construction of interprovincial transmission corridors.The Ministry of Ecology and Environment has proposed supporting the construction of major projects such as transmission and transformation in Sichuan, relying on the “three account books” of environmental impact assessment (EIA) approval and the green channel mechanism, to continue providing EIA approval support services for related transmission and transformation projects.The National Forestry and Grassland Administration has proposed to support the deepening of research on the layout of the transmission corridors of Sichuan's three-dimensional hub power grid. It is currently organizing the revision of the "Nature Reserve Regulations" to further take into account the construction needs of linear infrastructures that must cross and cannot be avoided above or below the ground of nature reserves in an environmentally friendly manner, guiding local forestry and grassland authorities to actively participate in the preliminary work of projects.The Sichuan Provincial People's Government has proposed to strengthen the connection of planning, increase the coordination of power planning with land and space planning, ecological protection zone planning, and other special plans, coordinate to reserve space for power grid construction land and corridors in advance, and moderately carry out adjustments to the delineated areas based on the needs of power development.Thank you for your concern and understanding of national energy work, and we hope to receive more of your support and guidance in the future.

The suggestions you made are positively significant in enhancing the capacity of power supply guarantees and promoting the transformation of energy power, which we pay close attention to.

   On accelerating the enhancement of balancing support capabilities and regulation capabilities.


The National Energy Administration attaches great importance to improving the balancing support capabilities and regulation capabilities of the power system. In terms of enhancing balancing support capabilities, since the 14th Five-Year Plan began, we have added a number of supporting and regulating coal and gas power plants in response to the development of power supply and demand and local requests. First, we set annual targets for the commissioning and construction of coal power plants, strengthen the planning and management of coal power projects, and urge relevant regions and enterprises to accelerate the implementation of coal power projects in the national plan while ensuring quality and safety, thereby consolidating the foundation for power supply security. Second, we continue to promote the rectification of lagging coal power projects nationwide to effectively restore order in coal power planning and construction. Third, we issued relevant notices to accelerate the planning and construction of flexible interconnection projects in the power system, specifying 12 projects including the Chongqing-Guizhou DC back-to-back connection and the Sichuan-Chongqing 1000 kV ultra-high voltage AC reinforcement, and guiding the swift advancement of project implementation. In terms of enhancing regulation capabilities, in January 2024, the National Development and Reform Commission and the National Energy Administration issued policy documents such as the 'Guiding Opinions on Strengthening Peak Regulation and Energy Storage and Intelligent Dispatch Capabilities,' reinforcing the use of new energy storage in dispatch. By December 2024, they also issued the 'Implementation Plan for Optimizing Power System Regulation Capabilities (2025-2027),' guiding local areas to develop plans for building regulation capabilities and create reasonable allocations and optimal combinations of various regulation resources, including pumped storage and new energy storage.

Next, we will further strengthen the balancing support and regulation capacity of the power system. First, we will continue to promote the timely construction and commissioning of coal and gas power projects within the planning framework, and continuously accelerate related tasks for mutual assistance in power projects. Second, we are organizing energy regulatory authorities in various provinces to conduct preliminary research and coordination work on the 14th Five-Year Plan for power development. This will take into account the power supply and demand situation, the construction status of coal power projects within national planning, and preliminary opinions on planning coordination to comprehensively study and optimize the supportive power source layout in various regions. Third, we will conduct special regulation supervision of power system regulation capacity to urge localities and power enterprises to continuously improve the regulation and deployment levels of the power system.

Regarding the strengthening of load management measures

In recent years, the National Development and Reform Commission and the National Energy Administration have continuously promoted relevant work on load management. The National Development and Reform Commission has revised and issued the 'Power Demand Side Management Measures (2023 Edition)' and the 'Power Load Management Measures (2023 Edition)', consolidating the policy foundation, increasing the development and utilization of demand-side resources, and improving the long-term mechanism for demand response. The National Energy Administration actively promotes the construction of virtual power plants, issuing the 'Guiding Opinions on Accelerating the Development of Virtual Power Plants' to hasten the large-scale development of virtual power plants, enhancing power supply security and the capacity for renewable energy absorption; it also promotes including the renovation and upgrading of virtual power plant equipment in the scope supported by the 'Two New' ultra-long-term special national bonds, supporting the accelerated development of virtual power plants. In the next steps, the National Development and Reform Commission and the National Energy Administration will continue to promote the implementation of relevant policy documents, further strengthening load-side management work.

Regarding the strengthening of market construction and guarantees

Currently, the national unified electricity market is being accelerated, with a work coordination mechanism established for medium- to long-term transactions across different operating regions. The Southern regional electricity market has completed trial operations for monthly settlement, and inter-provincial mutual assistance trading in the Yangtze River Delta has fully played its role in ensuring supply since its launch. The provincial-level spot markets in Shanxi, Guangdong, Shandong, Gansu, and Inner Mongolia have transitioned to formal operations; there are now 16 provincial peak-shaving auxiliary service markets and 15 provincial frequency regulation auxiliary service markets, with six regional power grids establishing various auxiliary service markets for peak-shaving, backup, and frequency regulation. Next, we will further strengthen the construction and support of the electricity market. First, we will guide local authorities to issue specific implementation plans for the market-oriented reform of new energy grid connection prices, continuously promoting better participation of new energy in the market while reasonably ensuring new energy revenues. Second, in conjunction with the construction and operation model of the 'Shagehuang' new energy base project, we will deepen research into market transaction mechanisms for the participation of new energy bases and support long-term power purchase agreements for large new energy bases, promoting local consumption and external delivery. Third, we will deepen electricity price reform to reflect the multidimensional value of electricity energy, adjustment, capacity, and environment in the market, and improve the price formation mechanism to promote the efficient allocation of power resources. Fourth, we will improve the market-oriented price formation mechanism for cross-province and cross-region electricity delivery. We will refine new energy pricing policies, standardize auditing methods and operational procedures for transmission and distribution costs, and establish a cost control mechanism for transmission and distribution.

Regarding the orderly and friendly development of new energy

We focus on strengthening policy guidance for the development of new energy. In cooperation with the National Development and Reform Commission, we started implementing the renewable energy consumption guarantee mechanism in 2020, aiming for non-fossil energy consumption to reach 20% by 2025. This mechanism takes into account the renewable energy resource conditions, grid structure, and consumption levels at both national and provincial (regional, municipal) levels, assigning annual renewable energy electricity consumption responsibility weights to each province (region, city) year by year. Provinces (regions, cities) arrange the scale of wind power, photovoltaic generation, and other new energy developments for the current and next year based on their consumption responsibility weights, thus effectively breaking down and implementing national planning goals, ensuring a coordinated national approach, and ensuring high-quality development of new energy. At the same time, we strengthen the formulation of relevant standards for sources, networks, loads, and storage, and issue the '2025 Energy Industry Standard Planning Project Guide,' which focuses on supporting standard project establishment in the relevant directions of sources, networks, loads, and storage. We are organizing the development of key industry standards such as 'Guidelines for Integrated Project Planning of Sources, Networks, Loads, and Storage at the Park Level' and 'Technical Specifications for Control System Design of Integrated Projects of Sources, Networks, Loads, and Storage at the Park Level.'

Next, we will implement the relevant requirements of the Energy Law, formulate and organize the implementation of the minimum proportion target for renewable energy consumption, and further improve the setting and allocation of responsibility weights for consumption. At the same time, we will organize the revision of relevant standards by fully utilizing the advantages and roles of related units and standard committees according to the needs of industry management.Thank you for your concern and understanding of the national energy work, and we hope to receive more of your support and guidance in the future.

About simplifying the approval process and innovating land-use policies

First is about the approval and record filing of wind power projects. In March 2024, the National Development and Reform Commission, the National Energy Administration, and other three departments issued a notice on organizing the "Wind Action in Thousands of Towns and Villages," clearly proposing to optimize the approval process and encouraging local areas to explore trial implementation of filing systems for wind power projects under this initiative, providing "one-stop" services based on actual conditions, and unifying the handling of preliminary procedures for projects developed jointly in the same administrative village or nearby villages. Second is about land issues for distributed energy projects. The Ministry of Natural Resources and the Ministry of Agriculture and Rural Affairs issued a notice clarifying that facility agriculture falls under the internal structural adjustment of agriculture, and does not require construction land approval procedures; a land agreement can be signed and filed with the township government. If facility land is occupied by non-agricultural construction, the necessary construction land approval procedures should be followed. The Ministry of Transport and ten other departments issued guidance on promoting the integration of transport and energy development, stating support for fully utilizing land along highways, service areas, toll stations, and side slopes for the construction of clean energy development and utilization projects. For distributed energy projects that are "fenced but not built," if a verification shows the situation is true, and if they have not commenced development for more than a year, they must pay 20% of the land transfer or allocation price as a land idle fee; if they have not commenced development for more than two years, the state-owned construction land use rights will be reclaimed without compensation.

Next, the National Energy Administration will work with relevant departments to continue the "Thousand Towns and Ten Thousand Villages Wind Control Action," actively exploring a trial filing system for wind power projects. The Ministry of Natural Resources will guide local natural resources authorities to fully utilize relevant land policies to effectively ensure land demand for wind power and other new energy projects, promoting the orderly and efficient development of the wind power industry and others.

Regarding the promotion of new technologies and new model development pilots.

First is regarding the promotion of new technologies and the construction of new models. The Ministry of Industry and Information Technology supports the promotion and application of key technological equipment, releasing the "National Recommended Directory of Energy-Saving and Carbon-Reduction Technologies and Equipment in the Industrial and Information Technology Fields (2024 Edition)," accelerating the promotion and application of new technologies and equipment such as wind power, photovoltaics, and new storage technologies, and guiding eligible industrial enterprises and parks to accelerate the construction of distributed energy infrastructure; in August 2022, the "Action Plan for Accelerating the Green and Low-Carbon Innovative Development of Power Equipment" was issued, proposing to cultivate various new application models and new forms of business such as "wind power" and "photovoltaics," and to develop distributed renewable energy and microgrids. Second is about exploring the "wall-to-wall electricity sales" model. In January 2025, the National Energy Administration issued the "Management Measures for the Development and Construction of Distributed Photovoltaic Power Generation," which clearly supports large-scale commercial distributed photovoltaic users connecting to the user-side grid or engaging in dedicated power supply without directly connecting to the public grid, and when the user and the investment party of the power generation project are the same legal entity. In May 2025, the National Development and Reform Commission and the National Energy Administration issued a notice on orderly promoting the development of direct green electricity connection, clearly supporting the construction of dedicated power lines that connect power sources directly with users.

Next, the National Energy Administration, the Ministry of Industry and Information Technology, the Ministry of Transport, and other departments will accelerate the promotion of a batch of technologies and equipment related to the development and utilization of distributed energy. They will continue to promote the application of renewable energy such as decentralized wind power and distributed photovoltaics in agriculture, rural areas, industrial parks, and transportation infrastructure, assisting in the low-carbon transformation of energy. Additionally, they will explore innovative models for the integrated development of new energy production and consumption to facilitate the nearby absorption of new energy.

Regarding the strengthening of grid access security

The National Energy Administration, in conjunction with relevant departments, has actively carried out the revision of key standards for distributed photovoltaic systems. It has successively formulated and published national standards such as 'Technical Specifications for Connecting Photovoltaic Power Generation Systems to Distribution Networks' and 'Technical Standards for Grid Connection Interfaces of Household Distributed Photovoltaic Power Generation,' which are applicable to the connection, debugging, and operation of photovoltaic power generation systems with voltage levels of 10 kV or below. On breaking through the bottlenecks of absorption and strengthening the construction of adjustment capabilities.

With the rapid and large-scale development of distributed energy sources such as wind power and photovoltaics, problems like insufficient grid capacity and limited local absorption capability have gradually emerged. It is necessary to further strengthen the planning and coordination of distributed energy, guide the scientific layout of distributed photovoltaics, accelerate the construction of flexible regulation capabilities such as new energy storage, and achieve coordinated development of sources, grids, loads, and storage. In recent years, the National Energy Administration has issued several policy documents, including 'Guidance on Accelerating the Development of New Energy Storage', 'Implementation Plan for New Energy Storage Development During the 14th Five-Year Plan', and 'Notice on Promoting the Grid Connection and Dispatch of New Energy Storage', continuously improving the policy framework for new energy storage development, exploring new models for reasonable allocation of new energy storage through distributed generation projects or shared models, and enhancing the grid's capacity to accept, allocate, and regulate clean energy.In the next step, the National Energy Administration will work with relevant parties to further promote the coordinated development of sources, grids, loads, and storage, ensuring that the new source and regulation capabilities, along with grid construction, are integrated in terms of scale, layout, and timing. This will involve coordinating the development of new energy, reasonable utilization rates, and system regulation capabilities, continuously enhancing the grid's ability to accept, allocate, and regulate new energy.

Regarding risk prevention and control, strengthen safety supervision.

The National Development and Reform Commission and the National Energy Administration issued the "Guiding Opinions on High-Quality Development of Distribution Networks under the New Situation," which propose to improve the scheduling operation mechanism, strengthen the intelligent construction of distribution network scheduling and information security protection systems, comprehensively enhance the capabilities of observability, measurability, controllability, and gradually build a new active distribution network scheduling model that coordinates main, distribution, and microgrids. Establish a collaborative regulation mechanism for source-net-load-storage, continuously improve the power regulation mechanism for renewable energy, enhance real-time perception of status and fault handling capabilities, and strengthen the management capabilities of distributed energy sources. The Ministry of Emergency Management promotes energy management departments to solidly advance the implementation of tasks such as dynamically eliminating major power safety hazards, strengthening the security protection of power monitoring systems, enhancing safety management of wind power projects, and improving power emergency response capabilities, in accordance with the requirements of the "Three-Year Action Plan for Fundamental Solutions to Safety Production in the Energy and Power System (2024-2026)"; focusing on the renewable energy industry to continuously promote the implementation of measures such as "human defense, technology defense, engineering defense, and management defense," improve the standard specification system, and continuously enhance the intrinsic safety level.

On the regional scientific formulation of the development plan for distributed photovoltaic energy.


The National Energy Administration places great importance on the guiding role of planning in the high-quality development of distributed photovoltaic (PV) systems. In January 2025, the National Energy Administration issued the "Management Measures for the Development and Construction of Distributed Photovoltaic Power Generation" (National Energy Development New Energy Regulation [2025] No. 7), which clearly stated that local energy authorities should ensure a good connection between new energy development and national development plans. They should comprehensively consider power supply and demand situations, system absorption conditions, grid access capacity, renewable energy utilization rates, etc., to propose and dynamically adjust the scale of distributed photovoltaic power generation in their regions to guide reasonable layouts. In March 2025, the "Notice from the Comprehensive Department of the National Energy Administration on Further Organizing the Implementation of the 'Thousand Households Sunlight Action'" (National Energy Comprehensive New Energy [2025] No. 44) explicitly mentioned that local areas should ensure a good connection between the 'Thousand Households Sunlight Action' and the development plans for energy and electricity. Based on grid capacity, they should guide the scientific layout, orderly development, nearby access, and on-site absorption of rural distributed photovoltaics. In the next steps, we will strengthen guidance for local energy authorities and promote the active and orderly development of distributed photovoltaics in various regions.

About clarifying the responsibilities and obligations of distributed photovoltaics in participating in grid peak shaving.

The National Development and Reform Commission and the National Energy Administration are actively promoting the participation of distributed photovoltaics in grid regulation. The 'Management Measures for the Development and Construction of Distributed Photovoltaic Power Generation' stipulate that newly built distributed photovoltaic power generation projects should achieve 'observable, measurable, adjustable, and controllable' standards, while existing projects that meet the conditions can be upgraded to reach these standards, thereby providing the technical basis for distributed photovoltaics to participate in grid regulation. In March 2025, the National Development and Reform Commission and the National Energy Administration issued the 'Guiding Opinions on Accelerating the Development of Virtual Power Plants' (Institutional Document No. 357 of 2025), which encourages the aggregation of distributed energy sources through virtual power plants to provide auxiliary services such as peak shaving and frequency regulation to the system. Moving forward, we will continue to advance related work and promote the equitable responsibility of distributed photovoltaics in system regulation.

Regarding the establishment and improvement of market trading mechanisms suitable for distributed photovoltaics.

We agree with your proposal on improving the market trading mechanism for distributed photovoltaics. In response to the difficulties faced by distributed renewable energy in participating in the electricity market, the National Energy Administration issued the 'Guiding Opinions on Supporting the Innovative Development of New Operating Entities in the Electricity Sector' (Guonengfa Fakaigai [2024] No. 93) in November 2024, which encourages distributed renewable energy to participate in the electricity market as a whole through aggregation methods such as virtual power plants, fully stimulating the adjustment potential of various new operating entities. Moving forward, we will accelerate the implementation of the market-oriented reform of renewable energy grid prices, urge local governments to swiftly formulate supporting policies, improve the market mechanism design suited to the characteristics of renewable energy, and enhance the market participation methods for new operating entities, providing strong support for fully realizing the decisive role of the market in resource allocation and promoting the high-quality development of renewable energy.Thank you for your concern and understanding of the national energy work, and we hope to receive more support and guidance from you in the future.

Regarding the advancement of green certificates and their connection

Renewable energy green power certificates are the only proof of the environmental attributes of renewable energy electricity in our country. The National Energy Administration attaches great importance to the connection between green certificates and policies related to carbon accounting and carbon markets. In January 2024, the National Energy Administration, together with the National Development and Reform Commission and the National Bureau of Statistics, jointly issued the "Notice on Strengthening the Connection Between Green Power Certificates and Energy Saving and Carbon Reduction Policies to Vigorously Promote Non-Fossil Energy Consumption" (Document No. 发改环资〔2024〕113) which requires the improvement of the connection mechanism between green certificates and carbon accounting and carbon market management, promoting the establishment of a system where green certificates are included in carbon emission accounting, and clarifying the general applicable scope and recognition methods of green certificates in product carbon footprint calculations. In March 2025, the National Energy Administration, together with the National Development and Reform Commission and four other departments, jointly issued the "Opinions on Promoting the High-Quality Development of the Renewable Energy Green Power Certificate Market" (Document No. 发改能源〔2025〕262), proposing to strengthen the connection between green certificates and carbon emission accounting, and enhance the application of green certificates in the carbon footprint accounting of key products and product carbon labeling. In the next steps, the National Energy Administration will continue to promote the coordination of the green certificate system with the national carbon emission trading market and push for the inclusion of green certificates in carbon emission accounting.

On improving the international influence and recognition of green certificates in our country.

The National Energy Administration is actively promoting China's green certificates through various channels. Firstly, it promotes our green certificates during foreign affairs events, using them as a topic of exchange in bilateral and multilateral foreign affairs activities, and actively introduces the latest developments in our renewable energy and green certificate system. Secondly, it utilizes international communication platforms to promote green certificates, setting relevant topics in international forums and discussions, and engaging in exchanges around international mutual recognition of green certificates. Thirdly, it promotes mutual recognition of green certificates through research projects and on-site investigations, conducting research and exchanges on the issuance and application of European green certificates, carbon border adjustment mechanisms, and mutual recognition of China-Europe green certificates. In May 2025, the climate organization officially announced the unconditional and full recognition of China's green certificates by the international green power consumption advocacy organization (RE100), marking a historic breakthrough for China's green certificates to 'go global.'
